No, I don't think so. I can sell you a car for any price, Grandma can sell you her car for $!. You're going to need to prove to the state that the car is not worth the NADA value.

Got my /65 Mustang from my aunt, the original owner, who lives in New Hampshire. NH is a no sales tax state. PA wanted me to pay sales tax when I transferred my title. But, I gave then a reasonable value and there was not a problem. $11150 here would be $669.

I think the idea of a certified appraiser is the best one for convincing the your state. Just hope they don't come back at $13K! Keep us posted.

So now they want me to pay sales tax on $11,150 not the $10 flat fee I paid already paid for (cars under $3000). So now I have to provide an affidavit along with evidence such as photos, should be a no brainer once they see the rust holes and such. This just baffles me to no end.
I have a 29 tudor, see if the state will buy mine for $11,500 ???

The DMV rules apply to some licensing places and not others. Ask me how I know that!. Local guys in the "Know", know which licensing places are "friendlier" than others. Minnesota has been cracking down on fraudulent titles the last couple of years though.
