Default running boards

40 ford tudor, running boards.

1. is Metal prep satisfactory to treat surface rust before applying the rubber covering?

2. And is it preferable to paint the boards or go on virgin metal ?

I am just finishing up the running boards on my 37 today. I sanded the boards to bare metal. Then used bondo to fill the depressions that are over where the two brackets are welded under the board. Sanded again and painted with Permatex Rust Treatment. Used Permatex The Right Stuff gasket sealer as an adhesive.
