I'd say it was your responsibility to have them delivered, but it was his responsibility to object to a non-delivery within a reasonable time. In my opinion 8 months is an unreasonable time. He slept on his rights.
In other words, general rules are that the person who hired the shipper (in your case the seller, but not always) is responsible for the goods until the buyer receives them. If the buyer doesn't get delivery then the burden is on the seller to claim the loss through insurance and refund or replace the goods to deliver to buyer. If you order something through Amazon (or Speedway Motors, etc.) if it doesn't get delivered they have to send you another one or refund your money. The shoe is on the other foot if the buyer engages the shipper. Then possession (between buyer and seller) transfers the moment the goods are in the hands of the shipper. This small detail becomes extremely important when selling a car long distance. If the car arrives damaged, who is responsible? The person who shipped it. I re-read it and still only see one problem....he didn't get the parts. Or is the fact he says the tracking number is no good the second problem???

I saw that originally, I thought the customer in question didn't get his package, which he didn't. I know Bill, the Original Poster was telling the guy of a similar situation where the guy didn't know he already had the parts on a shelf. Are we all confused now?? Lol. As I understand, from the beginning of this thread.......customer says he didn't get his shocks but waited 8 months to say something. It's his mistake all the way.
