Very similar device was at the La Salle parking garage in downtown Chicago. The spot the drivers stood on was about 12 inches square.Must have been an interesting ride, as the building was 6 or 8 stories tall.

In the cornish mines they used to have a similar device called a "man engine". The big beam engine used to stroke up and down and the miners used to jump on and off the vertically reciprocating shaft.
