Disconnect horn wire at bottom of steering column before doing anything. Now push down at center of horn button and turn the horn ring counterclockwise to remove it. Pull the horn wire all the way out of the steering shaft. Loosen the bolt (but do not remove it). Leave it on with enough threads to provide some strength against the pressure of the puller. Screw your puller screws in with the puller installed. Insert a short piece of steel bar stock between the nut that you have loosened and the bottom of the large bolt in the steering wheel puller. Turn the wheel puller bolt down onto the bar stock (making absolutely certain that the bar stock is centered on the nut and the bar stock should not protrude beyond the metal hub at the center of the steering wheel. Tighten the puller bolt until the steering wheel pops up (and stop turning immediately). Now you need to remove the wheel puller and finish removing the nut that holds the steering wheel. The wheel will now easily pull off the steering shaft.
When re-installing the steering wheel, be sure to align the keyway at the hub of the wheel with the groove in the top of the steering shaft.
