Default Bearing Preload

I'm rebuilding the rear axel in my 51 Ford with a NOS gear set and something has occurred to me. I've only rebuilt Model A rear ends and the manual i used said to not lube the bearing and gave a measurement of rotational resistance for that condition.

Fords manual for this car does not say to do one thing or the other. As a rule of thumb in general and specifically for this car am I supposed to have oil on bearing to get correct preload measurement or no oil? Thanks!
