Going by the emergency brake cross shaft it's before April 1930, can't
see the front cross member very well to tell if it's a 1930.

Steve Plucker has done exhaustive research on the subject. You can probably figure it out from the pages on his website -

The 28-29s had holes for rhd and lhd steering in the frame rail and 30-31 only had lhd ,at least
at least in US cars.

The radiator support bases appear to be raised but really hard to tell from your pics. If the are then it's 28 29.

It looks like the radiator mounting is dipped, which started in late 29.
1928-9 has round holes to mount the radiator, and 1930-1 has slotted.

I was always under the belief that the middle cross member with the odd shaped holes (where they punched out the brake rod anti rattler brackets) was 1930 or later. I also thought that the 29 and earlier had square holes in that position. Maybe I am wrong.

You can see that the frame can be accurately dated as it is in the short time frame when the frame has been punched to take the solid bar emergency brake cross shaft. This frame has the earlier drop down hollow shaft typical of 28/29 .It will have factory blanking plates to stop the ingress of road dirt entering the brass cup bearing ends of the shaft. Ford brought out the frame holes then continued using up the early style . It is in the Service Bulletins around early 30 I think but cant find my yellow book right now.
