Power valve in 97 carburetor
If the engine backfires through the carburetor does this always call for replacement of the power valve?

To my knowledge no . They are a metal seat style valve so as long and the spring is still good and the plunger/seat (not sure the correct name) moves freely they are probably ok .

No, not on the Strombergs. It's usually the later carbs (94's?) that have that problem.
