Default Setting flathead valve clearance

When redoing the valve clearance's should the complete valve assembly be installed into the block and the valve guide retainer installed, or can the clearance be set just by pushing the split guides into the block and holding the valve down by hand while checking clearance?
What is the clearance for both intake and exhaust?

for V8 .013-.015 intake, .015- .017 exhaust. Yes fully assembled.

If your grinding stems for lash adjustment, no need for assemblies. All you need is a guide and valve. If an aftermarket cam is used use the cam makers lash recommendations.

I just checked the valve clearance on the 21 stud engine going in
the 36 phaeton that blew the engine a few months ago. This was
an engine someone gave me about 15 years ago. It was rebuilt
and installed in a 33 roadster and the block leaked water into #4.
The block was cracked from the bottom rear stud almost to the
cylinder and from the stud to the bottom edge of the block. Each
crack was about 5/8" long. I stitched both cracks and it came out
good. I installed all new studs with "best stuff" sealant. Copper
plated gaskets and Permatex copper sealant. Torqued up 4 times
and felt like the gaskets got a good crush. Checked the valve
clearance and all intakes were .013 and exhausts .014 to .015.
Has 45 lb oil pressure cranking with plugs out on 12 volts. I should
have it running Tuesday. I don't think it will leak and should be
nice and quiet. Time will tell. By the way I pressure tested both
sides of the block with a 1 1/2" wooden head I made with an 1/8"
rubber gasket. Both sides held over 10 lbs pressure for over 1/2
hour. G.M.
