Default 1950 Ford Front Fender Fit

I have a 50 ford, I am having some difficulty getting a front fenders to fit properly. drivers side fender wants to lean out to the side a little. I have loosened and tried to adjust but to no avail.

Any thoughts?

Find a copy of Ford's 1949-50-51 Ford Passenger Car Shop Manual (green cover). In it there is step by step procedures to fit fenders, doors, and quarter panels. 319 pages of facts, figures, and procedures for the 1949 to 1951 Ford cars.

I was told to weld 3/16 rod and cut my own lines. When I was fitting mine I looked at original cars and saw they fit worse than what I was trying to improve.
panel fit was not one of ford's priorities on these cars.

I have been told that, wonder that..figure must be a way to improve. One person cut fender and inserted metal in.
I am cutting in a Mercury shell and want to get the best possible alignment before starting the process.

"Lean out to the side" What does that mean? At the cowl? At the front? Or the whole thing?
Without something visual (pictures) it is virtually impossible to analyze the condition.
Instead of just loosening bolts, remove them and see if the fender can be pushed into a satisfactory location.
If that works then you know that the bolts are limiting the movement.
Then it's a matter of elongating holes as required.

That's why Kube resorts to cutting and working sheet metal to get these panels to align more precisely. Just how close do you want it to be? See what Kube says and does about it below:

The trunk lid did not fit as well as I would like. It was in fact too close in many areas to the body. You can note in the photos some of my inked marks as to where I needed to cut the edges and where I needed to add to them. Now the lid fits beautifully.
Back fenders? I ended up cutting the flange that the attachment bolts go through in order to match the curve of the fenders with the curve of the body. Yes, the welt would conceal most of this mismatch but I'd know it was lurking. So, cutting the "flange" in a number of spots allowed me to move the fender around to where I was happy with it.
