I would like to know if a 1928 tudor sedan headliner will also fit a 1930 tudor sedan?

What exactly are you referring to as the 'headliner'? When I hear that word I think of the fabric that stretches across the top of the interior. If that is it, then I would say 'probably not', as 30/31s were a tad wider than 28/29s.... But if you bought a pre-cut piece, say from LaBaron Bonney, it probably has plenty of 'slack' all around and might indeed fit.
