Colorado requires another registration, horseless will work, then you can apply for year of mfg. The form is on their website. $10 or $12

I've heard of them being done with a roller, silk screening, hand painting with a brush, and taping them up. Whatever a guy is comfortable with, I guess.

My 29 Roadster had a 1929 WV plate hanging on the front of the car when I bought it. It had been restored by an auto body shop and looked brand new. I called the DMV to see if the number was available and it WAS. Car now registered with that 29 plate. I don't put the yearly stickers on it - just keep them in and the envelope with the registration.

I use a ruling pen to do the outlines of the letters & numbers and a medium round brush to fill in and do the curves.
