Default wheel bearing

I was packing my front wheel bearings, and noticed both the inner seals were chewed up. I was told the whole wheel bearing was turing on the axle. How do I solve this problem. The bearing seamed in good shape. Thanks!

The bearing should be able to turn on the axle.
The inner "seals" can get worn from the bearing adjustment being too loose.

The inner race should fit to the spindle with very little play, usually there is an unworn area where the race doesn't touch that can be used for comparison to determine how worn the spindle is.

The race in the drum should not turn or wiggle, they are a press fit.
