Default 1929 carb adjustment

A real newby wants some info on initial settings for a carb--including all specs for a starting point Thanks

On cold starting open the GAV needle connected to the choke rod 1 1/2 turn CCW from the seat and also turn the needle valve on the carb body about 1 1/2 turns CCW from the seat. Crank the car for about 2 revolutions and release the choke while continuing to crank and if all is well with the car mechanically and electronically it will start. as it warms up you can close the GAV and fine tune the idle jet.

Do these vintages have to pass smog in certain states? It would be almost enjoyable to bring in a car like that. "Here ya go, have at it".
