Default '39 Mercury taillights

Would like to know how to take '39 Mercury taillights apart..they're still on the car and have NEVER been off! I have new pads to put on, but can't get the attaching nuts loose(they just spin) inside the fenders. so I'm really stuck! How would you ever replace a bulb?
