Default Speedo issue continues

Hello all,
Over the past year or so I‘ve been working on my speedometer. When I first started driving the truck it didn’t work at all. I removed the dash cluster, cleaned and oil and got it functioning again. That was good. Drove it a while and decided to try and get the odometer working. Got the odometer working while using a drill to spin it. That was good. Hooked the cable back up and drove it and then it started bouncing wildly. Cleaned and checked the cable. Seems to turn freely although it still bounced. Bought a new cable and now it doesn’t bounce but reads about double of what it actually is. What would have caused, for example, reading 60 when going 30. As always thanks in advance,
