Is it necessary to remove and replace roof when replacing the headliner?

I don't believe it's necessary but certainly makes the headliner job much easier and by putting on a new roof you protect that new headliner. Good chance that the roof needs replacing anyway.

It is not necessary to replace the roof when redoing the headliner.
