Kevin, I am not sure if you are saying the brake arm is 15° leaning forward, -or 15° leaning rearward. I am expecting you are meaning that it is leaning rearward. The first place to check is to measure the overall length of the Brake Operating Pin (A-2075) and make sure that it is exactly 7.250" long. If it isn't, bypass using the "pills", and instead add metal (braze or weld) to the end to lengthen it. Then grind or file until both rods are exactly 7¼" long. Also, have you changed the front brake shafts (A-2076)? If not, are they worn -or is the arm (A-2084-*) loosely mounted onto the shaft?

The next place to look is the A-2050 Adjusting Wedge to make sure it is not worn where it is sitting lower before engagement with the rollers. I have a portion of the print that I have attached to help you some with this. Additionally, you need to make sure the shoes are centered. If the tracks are worn, this allows the shoe rollers to sit lower meaning the wedge has farther to travel downward before engagement. Also, make sure the rollers are within specs in both ID and OD diameters, and the pin holes are not worn, -either in the roller or the shoe.

Also, check to see if your spindle has any up and down play. If it has play the arm will have more play when hanging free,if the car is jacked up under the axle.
