Default Checking Fluid in Rear Shocks on 31 Victoria

I am checking the fluid levels in the rear shocks of my 31 Victoria. The shocks are rebuilt by Arizona Model A and I think they are original housings. Anyway, I can't back out the fill plugs far enough to fill them. The plugs come up against the wood subframe. I will have to remove the shocks from the frame to get the fill plugs out of the hole. What is the correct position of the fill plugs? I suspect that when the shock covers where installed, the cover was placed incorrectly. The plugs are at the very top of the housing. You can angle them slightly off center.

Yes the cover may should have been positioned differently.
Not an easy fix at this point due to creating possible leakage
