I have one of those,mine is made by Hoof.It is marked Model A Ford on it.As others have said,it is a speed governor.I tried to sell it a while back,I was getting offers of $10.for it if I would ship it.Yours is where it belongs,on the mail truck.I don't know if there is much use for them otherwise.
