The late introduction refers to the acessory oil bath filter. All B's left the factory with the dry filter, presumably by design, and all Fords thereafter had filters. Versions of the big cannister accessory filter remained available for hard service at least through 1948.

By the way...the B filter is sort of like the A and B engine dust pans...a standard part that almost disappeared because it got in the way of mechanics! As with the side pans, you have to hunt for a part that should be very common...
