Default cut out question.

Humor me here, fellas, as I've never been good with electrical. No charge on the amp gauge, but discharge reading with lights, horn, etc. Generator tested at a reputable shop, they say good to go. That leaves the cut out, which I thought was a good one, but maybe not. If I jump it (the cut out) post to post, it should read charge, right?

Yes, with the engine running at fast idle just jump the 2 terminals and see if it shows a charge. If so, then the contacts need to be cleaned or adjusted, or maybe the cutout needs repair. On some original cutouts I've found the fine wire, which is soldered to ground, has come loose. I soldered it back to the ground plate and all was well. The tough part on an original cutout is to seperate the 2 small spot welds, so the cover can be pulled off.
