Default 54 charging system

Asking this for a friend..
He put a 8 volt battery and a new regulator in his 54. The generator was checked by a reputable shop and the regulator was set for 8 volts.
When the car is started the gen light flickers at idle. Once the engine is revved a little the light goes out. BUT when RPM is futher increased the gen light comes back on very bright.
This is a stock 54 and my friend has owned it for over 25 years. It is very well maintained, kept inside and driven occassionally.

The regulator sounds iffy. Try a voltmeter in an out of the way place.

If anything has been done to the regulator or the generator, I would re-polarize the generator. Then see if the light goes out.
