Default Front bumper arms

What is the typical distance the front bumper arms are from the fender? On mine one side measures 5/8" and the other side measures 1"

Do the arms look bent? Bolt the bumper on and see where it ends up after all the bolts are tight. Could be the bumper will straighten it out as those irons are spring steel. Are you sure the fenders are EXACTLY the same and never had any body work done on them?
I would loosen all the mounting bolts and put the bar on finger tight and tighten things up slowly, you may be able to finesse it as you tighten the bolts to the frame and to the bumper bar.
