Will Model A wheels work on a Model T ? Or do I need to change spindels.

There are suppliers that sell an adapter to put A wheels on T hubs, try Snyders or Langs old car parts who both have good websites.

No, different bolt circle diameter. Adapters are available without changing spindles.
