Default Throttle control Lever question

When I pull down on my throttle control lever I feel a bit of resistance. If I pull down on it it returns part way. Someone said could be springs at the bottom of the column ????

When the motor is pulled and also when reinstalled the throttle assembly can get bumped, or mangled. Also rarely does the shaft get any oil.

I've seen people that have added a throttle return springs from the carburetor to firewall.
