Default need help with ident. of stamping.

Hello All, I came across this stamping on the outboard inner flange of a Model A rear backing plate. I cannot for the life of me figure out what it stands for. It is a large "P", with a "F' and an "S" on either side of the P, all in a 3/8ths" diameter circle. What's really throwing me here is I thought all were made by "Budd", and whereas my emergency brake carrier to this same wheel is stamped "Budd". This came off my '31 Slant 160-B, (March build). I hope my photo shows the detail enough. I won't include some of the funny stuff I came up with while pondering this initial. Thanks in advance for any help!!!
