Default factory installation of fender/splash apron

Marco has commented, and books also state, that the factory bolted the running board splash apron and front fender together and subsequently attached both to the car being assembled. This seems counter-intuitive to me and certainly nothing a restorer would do. Can anyone speculate why they did it that way? Doesn't it seem a cumbersome way to install awkward parts that would get bent, scratched, etc?

That's the way I did when restoring the car. Reason is to line things up. How would you do it?

I assumed most of us first install the splash apron, then front or rear fenders. I'm not perceiving how one person could by himself install a combined front fender/splash apron unless one has longer arms than me LOL
