the vehicle behind the A, waiting to pass is a Holden (GM Australia) FX which was superseded in 1953 and the vehicle that has just pasted behind the policeman is a Holden which was superseded in the early sixties. So the photo was in Australia or a country that imports Australian Holden motorcars.
it is winter because the poplar trees are bear (have I got the spelling correct?) but there is a eucalypt tree in the picture

The numberplate and the traffic officer look like New Zealand? Also there would probably be gum trees in the background if it were Australia?
The steering wheel looks very distorted and I would suspect that the driver suffered serious injuries?

The late on the VW is from about 1928 and worth about $18,000.

Ford and Vw intersected well before that type 1 and roadster met..Dr Porsche and a bunch of engineering types toured the Rouge in '36 to study manufacturing techniques,they even poached german/american engineers.

I thought late 1950s Zephyr or Consul too. The plate on the VW could be a recycled number. Just guessing but if that is in Victoria, it would be about a 1930s issue plate. Again guessing, I think the VW is about early 50s (small back window) which fits with the dates on the other cars. Policeman’s uniform is not out of place for that era either.
Chuck, where did you find the picture?

'58 to '63 type 1..it has the big rear window but small quarters..Pinafarina recommended the bigger rear window,one of the few nods to styling from 38 to 67..

the type 1 has ice pick door handles,so its a 58 or a 59..

Notice the London bobby type hats on the police in the background.

There were very few 1920's cars on the road by the 60's here.
NZ were still driving pristine Morris Minors in the mid 80's as they didn't have an auto industry.

The bust proof locks seemed to have exceeded their stress limits ..

Front bumper over riders didn’t appear here till a couple of years after the larger back window. Up till then, the front bumpers were like the one in the photo.
