Make an appointment with the DMV so that the wait will only be about three hours and lastly, hope and pray you get a DMV agent that actually knows what they are doing and really care about your problem. Here's a form from the Virginia DMV...

https://www.dmv.virginia.gov/webdoc/pdf/vsa22.pdf

I hope your car has an aftermarket frame or really looks like it is.

Virginia is super strict on titling anything sketchy. I brought my "lost bill of sale" pickup here from Montana and couldn't find a way so I got it titled through affidavit in Montana where it and I was from.

I'd suggest making an appointment with a State Trooper with a copy of this form. Bring everything you have and act like they're your last hope. He/She will give you the information you need but you'll have to go through the DMV to schedule it.

Good luck. No promises made. Virginia is really strict on titling.

It looks like replica cars are controlled for yearly mileage in VA. Limited to 5000 miles per year. One more freedom lost by government red tape if true.
