Default What am I missing?

I'm working on upholstery to a '29 Tudor. Currently trying to get a windlace attached to the 'cowl pillar', right in front of either door.... I have a long piece of thin metal I'm sure went there to attach it before, but now I find the windshield swing arm lockdown bolt in the way... What am I missing? There is no hole in the long, thin retainer to account for the bolt. It must be a simple solution, but its beyond me.

Let me re-phrase this - Does the Windlace Retainer (thin metal strip) extend from floor to ceiling, or just up to the painted plate that covers the upper cowl post? Note attached pic, and THANKS to member Dave Young for posting this earlier.... The windshield swing arm lock nut is at top of pic, in middle. There is a painted plate that covers it, allowing the bolt to stick through. Does the windlace retainer extend UNDER it? My old retainer is so long, I think it must have. Or does that painted plate serve as the windlace retainer from the dash rail to the ceiling?

The long metal strip with two flanges about 1/16" goes from the sill to the top of the post on the outside. Looking in from the outside you should have. #1 metal strip, #2 windlace, #3 door post flange. I believe this is what you are asking. Tip, I contact cemented my windlace in place for a third hand while installing the rivets with the head on the outside.
