Default Ignition switch/ steering wheel lock

Still working on my 47. 1/2 ton that has not been on the road in many years.
The key is froze in the switch and will not rotate to start position, and the steering lock switch is frozen in the off position.
I remover the electrical unit and drilled out a plug just below where the key goes in. I drilled deep enough to hit the key cylinder, but cylinder will still not come out. There is another plug(brass) that is in the center of the bracket that supports the steering column in Line with the key cylinder.....do I also have to drill out that plug? It looks like it needs to be drilled out, but I don't want to created a problem if it should not be removed. At help is appreciated.
