While checking my points I noticed that the stationary one had a round hole in it. Is this a normal condition?

new points were part of a tune up. you may want to get a new set of points.

If the points appear in good condition, I would clean them and adjust them, NOT replace. Some of the new ones aren't as good as the old.

You should only replace points when the point blocks are bad or the wear block is gone.

Getting 40 years on a set of used points is completely possible. It takes a very smooth cam and regular lubrication.

The ones with the hole are less prone to making a PIT & a POTHOLE & last MUCH longer!

Ah yes, the donut points to go along with the donut manifold.

8 and 9 are right on, plus the hole makes the points stay cooler.
