Default 28-29 radiator shell lacing question

Do the screws that mount the shell to the radiator go right through the lacing or do you somehow put them under the lacing?

The heads of the flat headed screws were underneath the lacing.

How do tighten the screws when they are under the lacing?

with a screw driver pry out the lacing a little and you can get the screws in, when finished installing the screws just push the lacing back in place.
