Default Head Gasket ???

This was in a box of flathead parts I got a while ago. It looks like a head gasket for an 8ba but its metal and approximately a tenth of an inch thick. I've never seen anything like it and there was only this one in the box. Used instead of actual head gasket when checking head clearances? Or? Thanks for any info.

Might be an old steel gasket made by Fitzgerald. Another company made them also but can't remember name.

Maybe a head shim, used for saving over machined blocks or head.
