Did you use thread sealer?
If yes or no
Go get some Permatex Right Stuff and use that on the bolts … its worked 100% on the last three motors for me.
Unlike all other sealers alleged to be the best

Did you put some good sealer on the head stud when you install them in the block? Some times with the stud and nut combo ,there will be a little seepage around 2-3 head nuts. They usually seal them self in a couple of days. Once in a while 1-2 hates to seal, I then remove the nut and smear some RTV on the thread and torque it down again. The USA blocks have all the threads going in to the water except 3. They have to have a good sealer on the before screwing in. Walt

I use some steam pipe sealer on the threads for bolts and never seize for studs.

Great advise, I didn't know that could happen.
