The sender has a bi-metallic strip that heats up in conjunction with the bi-metallic strip in the guage.



You cannot test the accuracy of the sender with an ohm meter. The points in the sending unit will be closed most of the time. They will open when the strip gets hot. Moving the arm up and down changes the tension on the points and the amount of current needed to open the points. the strip in the guage, moves the needle.
