IF YOU CAN SUBMERGE IT , try apple cider vinegar. then wash with soap and water, and polish, any good brass polish.I like to use Never Dull. I found that the cotton they use with the polish seems to cut better than regular polish like Brasso Et.

Dilute washing soda in water. if it is connected to an engine, let the engine run until it gets good and hot. then drain the washing soda and refill with plain water and let run. You can also use the cheapest vinegar you can buy and do the same thing. If the radiator is not on the car, take it to a radiator man and have it boiled out.

Cleaning the inside without rodding out the tubes will get mixed results. Rodding is done by professional radiator shops since the tanks generally have to be removed for best results.
