Default 31 Front spring shackles, how tight or lose?

Last winter I replaced my 31 front spring shackles and did some work on the spring.

Today I noticed when lifting the car on the lift, or lifting each side with a jack, the shackles didn't move the same on the left and right and appeared to be binding.

How tight or loose should the shackles slide into the perch? Should they need to be hammered in, or slide in with a push of the hand or, lightly tapped in?

They are making an effort to hammer them out.

The shackles should slide in fairly easily. You may have tightened up the end plate too much. It should be no more than snug.
