Default Quick steering column question please?

I know I feel pretty stupid here but when I removed the steering lock from the steering column a month or so ago I did not take note of which hole in the column the lock rod should go through. I presume its the larger hole, but then what's the purpose of the smaller hole? Does it just provide space for the screw that secures the device to the column? Here's a picture that illustrates my question, thanks in advance.

the open section of the column at the steering box, that has the clamp, goes up. Yes the one hole is only for clearance of the bolt with the head that breaks off.

Terry, thanks for the reponse, but I'm a little confused. I presume you mean the larger hole is where the locking pin goe through to lock the steering rod?

John, with the PU column drop like you have, the larger hole, in the tube, goes up to coincide with the coincidental lock assembly in the drop. If you have this correct, you will also note that the bottom of the tube, where it attaches to the steering box, will have the narrow slot in the up position and the clamp will rotate so the bolt is at the top.
