Cool 31 roadster starter motor

Heres a question for all you wizards , having a problem tunning over the engine with the starter. engine is out of the car sitting on an engine stand. My objective is to just crank over the engine to watch the valves , pistons , etc. I dont have a 6 volt batt. hooked up , I do have it hooked up to a heavy duty charge/ start charger. all I get is the starter motor spin. so I removed the starter , took out the books and am attempting to fix this myself. The bolts look good the gear spins on the shaft, nothing looks cracked or broken?? Any Ideas out there, would I really need to put a 6 volt batt. in, I thought the 6 volt starter / charger would be enough to engage the starter to the flywheel ???? ANY HELP OUT THERE IS AS ALWAYS GREATLY APPRECIATED THE HOOCH
