Default 37 brake adjusting wedge

greetings everyone: noticed in doing front brakes on my 37, when the front adjuster is backed off you can spin the wedge in the housing. the wedge has two different slopes-one much less than the other. as i understand, the primary(rear-lower)shoe is engaged first, so would the shorter slope go towards the primary shoe? this would activate that shoe first as i see it. no manuals that i have covers this. any thoughts would help. thanks for your time!
