Default 226 L6 Flathead Cam Removal

I am trying to remove the cam from my 226 H-Series. I removed the two bolts that hold the retaining plate, but the cam won't budge at all. From the drawings on Vanpelts website, it appears that these are the only screws hold it in the block. I have the engine upside down, valves out. So the lifters aren't riding on the cam. What could be hanging it up, or is there something I am missing?

You checked so all lifters are out of the way ?
Fuel pump and oilpump out of the block ?

shop manual says loosen the oil pump

Oil pump is out. I'll have to recheck the lifters. I have the block turned upside down, so technically the lifters are not resting on the cam at all.

Maybe double check those lifters. One or more could be stuck at the bottom of their travel. Some of the cams I have removed needed a little persuasion to get them to start out because the cam had worn a ridge on the cam bearings. I have a 1/2" to 3/4" diameter brass rod that I use behind the cam and give them a couple good wacks with a MFH, not to be confused with a BFH. Once the cam overcomes those ridges in the bearings, it will usually come completely out with some additional light persuasion with a LFH.
