Default frame serial numbers

I just picked up a frame today and the serial number on the left side is star4680191star, I think that means it was made in may of 1931, but what does the star before and after mean ? there is no eng.
Kinda new to A model frame's, I tried the search and could not find much on the frame #, Thanks for any help.

I think the stars are there so nobody adds numbers on one end of the vin.

Also, the number is just a duplicate from the engine that was installed on the assembly line. That engine was built 5/25/31 and installed in the frame sometime later. While it could have been as early as June, due to lag times during that period it is more likely the car it came from was built between August and October 1931.
