What is the proper method for installing the front fender tie? Thanks. Stan

Originally it was likely first attached to the bottom of the grille with the long front fender welting centered between it and the grille (held in place with a binding head screw) and then clamped to the front fenders once they were installed.

Not obvious from the photo, but it is a extremely low-mileage '33 in this instance. Note the scalloped leading edge of the bottom of the front cross member The details pertaining to the question posed are the same for '34.
