Default 1935 signal lights

There are signal lights on top of the headlights ('35 ford truck) but no signal lever on the column. Why?

An original 35 Ford would not have turn signals. Turn signals were not added until much later. Does it have Guide type headlights installed?

Yes, they are like those. Those are not signal lights on top???.

Those headlights are not stock to your pickup. The lights on top were parking lights. The lights were made by Guide company and they made a lot of items for General Motors. if you like them on your truck then you can use the top lights for a signal lights. All you need is a switch and then use both stop lamps if you have two on your truck.

They can be, but Ford had nothing to do with them getting on your truck! Whoever put them on apparently didn't consider them turn signals or didn't go to the effort to install the turn signal switch.
