Just read on the HAMB that UTAH legislature has (is) appropriated 5 million to start restoring the flats.

That's good news.
I wonder if this effort will eliminate salt brim from being pumped from below surface, which was causing the surface to become lower?

No the brine pumping operation will continue thats the federal bureau of land managements allowed contract with the current lease owner. The 5 million dollars may be held up since theres reported to be an additional 45 million Federal dollars as part of the deal. If federal dollars are not received then its a question as to what takes place. Federal dollars might go to some stupid wall! I say spent the 5 billion plus on restoring this historic surface for all to enjoy.
