Get Les Andrews Model A Mechanics book. Volume 1, the Red one.

It describes in detail how to accomplish what you want to do.

You must turn the king pin a little to the front to allow the brake shaft to be removed. Use a pair of water pump pliers on the round head. make sure the tapered bolt that holds the pin in place has been removed first.

Also note if you have any shims under the King pin and any "pills" at the bottom of the vertical pin that actuates the spreader wedge. These are there to compensate for wear over the years.

The new vertical pins are a little longer and usually don't require the "pills." And the new King pin thrust bearings are slightly thinner than the originals. The reason for the shims.

Squirt some Liquid Wrench on it and let set a day. Then, using the same water pump pliers, start to rock the wrench back and forth to see if to can get some circular movement.

(You DO have the tapered pin out..)

Once you get it to move, more solvent. Then, using a 1/2" diameter round bar and hammer, tap the bottom of the King pin to start it to move upward.

Beyond that, I don't know. Maybe some heat. That will expand the axle bore a little.

Raise the car off the ground with a jack under the king pin, use appropiate means to protect the threads. Tap (beat) on the axle in the king pin area with a hammer while trying to turn the king pin with a pipe wrench and lots of your favorite rust busting juice. Be careful to not beat in the retaining pin entrance or exit area. I would only use heat as last resort and them not much more than propane - maybe MAP.
