Default 5 on 5 1/2 with 7 inch hub cap hole

My brother bought a pair of 17 inch bent spoke wheels with a 5 on 5 1/2 bolt pattern. He thought they were for a 33 Ford til he measured the big hub cap opening. It was nearly 7 inches, way bigger than a Ford's opening. What could they be for? Who besides Ford used a 5 1/2 inch bolt pattern?
