Looks like Cyrillic letters on the side so I'd guess it's a GAZ (Russian Ford). If somebody can translate it, might give a clue as to the purpose of the tower.

I know you're joking but that does kinda make sense - haul your forced laborers around in the box and use the tower to watch them while they're working. My thought was to haul tools, etc in the box and use the tower to access tall stuff - kinda like a bucket truck. Or it might be for military use - a command/reconnaissance vehicle or some such. Plus it is not braced enough for travel. (up hills and cornering) |

Electric bus or trolley line repair rig, so yes if there was a line problem it would be an emergency. We had very similar units here in the US for doing overhead line repair.
